According to the blog website, Global Voices, Colonel Dai Xu, a PLA (People's Liberation Army) Airforce Commander, made the allegation that the United States was behind the recent outbreak of the avian flu in China. Dai stated this on his blog (this has been translated), "In dealing with the avian flu which has been widely discussed online, the central authorities should not be too concerned. Else we will fall into the trap like we did back in 2003 during SARS! At that time Country M [USA] wanted to attack Iraq and was worried that China would take action, so they adopted bio-psychological weapons and China fell into chaos as Country M had anticipated. Now Country M uses the same old tactic and China has to learn lessons from the past. Take it easy — no so many people will die, the death toll will not exceed one thousandth of the deaths from car accidents in China."
Colonel Dia has recently faced much criticism for not only this allegation, but also his lack of sympathy for those recently lost to this disease (the death toll varying between sources from 5 to 7 individuals). Dia has made public his apologies to the people of China, but not to the United States, despite being called out by the "so-called public intellectuals in China fed with toxic American thinking."

It was interesting to not only see how the avian flu is having an effect on China currently, but also to see a military officials reaction to the outbreak. His targeting of the U.S. makes one question our relationship with China at first glance, but when looking deeper into public remarks about Dai's words it becomes clear that their truly is a public outrage about his remarks, and furthermore he shouldn't be acknowledged as the governments voice either, due to his rank and the people he has had to answer to recently.
